The film's protagonists are those Italian border workers who live along the border in the Canton of Ticino and who go to Switzerland every day to work. They are workers to whom the Confederation does not grant any other right except that of working in a specific sector of the economy (textiles, hotels, metalworkers, construction, etc.), precluding them from any other participation in "civil" life (they have neither the right to live nor to sleep in Switzerland): they are simple labourers, a mass of thirty thousand commuting workers!
The documentary unfolds on three narrative levels. The first is the story of an Italian widow whose husband died in Switzerland, a victim of work. This document is in turn part of a series of interviews carried out with cross-border commuters during their commute or during stopovers at customs (second level). In contrast, the statements made by the authorities, trade unions, employers and the church provide a background to a series of individual and social conflicts awaiting resolution.
